An Update on GSA's Professional Services Schedule (PSS)

AN UPDATE ON GSA'S PROFESSIONAL SERVICES SCHEDULE (PSS)

The  Professional Services Schedule (PSS) is being created to provide customers the ability to obtain and contractors to provide total solutions to complex professional services requirements using one contract vehicle.  Its purpose is to also increase federal use of the MAS program; improve program efficiency through fewer contracts and fewer solicitations to manage, and reduce the federal government’s costs associated with the management of multiple Schedules/contracts.

Early work on this initiative has included internal planning, discussions with industry associations, and feedback from several federal agency customers.  Conceptually, the idea of having one professional services Schedule has been well received.  As a result, FAS has begun moving towards the implementation of this initiative in the following ways:

  • Currently FAS Northwest/Arctic Region 10 is working with 440 firms with two or more contracts to migrate (or move) them to the 00CORP Schedule where they will have one contract number.  Why are we moving them to this schedule? Because it is the program that will serve as the platform for the new PSS program.

 

  • New firms wanting to participate in the PSS program are being encouraged to either wait for the release of the PSS solicitation now slated for issuance on October 1, 2015.  For those not wanting to wait, they are being encouraged to submit their new offer under the 00CORP solicitation.  Why the 00CORP solicitation instead of MOBIS, or PES, etc.?  Because 00CORP is going to serve as the platform for PSS, if a firm comes in under the existing 00CORP solicitation no additional steps will be required as this program will simply be rebranded to PSS.  Submission under one of the single schedule programs may result in a firm having to do a resubmission to get them under the right solicitation; a task we are trying to avoid.
     

  • FAS Northwest/Arctic Region is hosting webinars with existing contract holders to ensure the migration process proceeds with ease for all and to keep those firms aware of progress and change.  The next webinar is slated for WEDNESDAY FEBRUARY 25, 2015 FROM 10:00am to 12:00pm PACIFIC STANDARD TIME (12:00pm to 2:00pm CST),(1:00pm to 3:00pm EST).   • FAS Northwest/Arctic Region is meeting directly with agency customers as called upon to share with them the process and expected outcome including how migrations and this transition may or may not affect their use of the MAS program.
