<p>It is clear that when a contractor is performing&nbsp; a time &amp; materials type task order under its GSA Schedule contract, the contractor must use employees who meet the minimum educational, experience and other qualification requirements applicable to the hourly rates being billed under the task order. Does the same hold true for firm fixed price task orders issued under a GSA Schedule contracts. For example, if an ordering activity issues an RFQ for a firm fixed price task order to be issued under a GSA Schedule contract and the RFQ specifies the applicable type of GSA Schedule contract and SINs that a GSA Schedule contractor must have to be eligible to submit a bid in response to the RFQ, is the successful bidder required to use employees to perform the task order who meet the minimum qualification requirements applicable to the hourly labor rates it used to prepare its bid?&nbsp; Does this requirement apply to firm fixed task orders where the contractor uses less qualified personnel but it performs the task order satifactorily to the Government ordering activity?.</p>

<p>IDIQ contracts can be a double edged sword.</p><p><br />What I mean by that is a company is open to bid on an IDIQ with a SOW that would be in place. If a company wins the IDIQ, they won the opportunity to BID on whatever task comes from that IDIQ. Sometimes, those tasks within the IDIQ take a long time to develop and become available for actual work to begin.</p><p>Make sense?</p><p>&nbsp;</p><p>Contact me if you need more information.</p>

<p>One big challenge I faced when going into federal business was how to build contact lists. Let&#39;s be honest - &nbsp;it&#39;s hard work that takes a lot of time and research, and let&#39;s face it, the government has a pretty high turn-around, so that&#39;s a lot of time updating.</p><p>I propose that we dedicate a section of Interactive where vendors can provide information on where to obtain federal contacts. There are a number of superb services and directories out there, but they are not very easy to find. However, people have told me the downsides are that they are as pricey as they come. <p>I have 12 years as a CFO in the government contracting arena and I can honestly say, that the best place for small businesses to start is with sub-contracting opportunities.</p><p>If you are new to the contracting world or maybe have 1-2 small subcontracts or even prime contracts, there are specific &quot;areas&quot; the sourcing takes a look at when submitting a proposal. Ask yourselves these questions.</p><p>1. Has the company ever won a prime contract?</p><p>2. Does the company have a past performance that is at least 75% of the contract value you are bidding?</p><p>3. Does the company have a consistent forcasting tool when developing indirect rates?</p><p>4. Does your accounting system distinguish direct vs. indirect costs?</p><p>5. Does your accounting system&nbsp;generate a job cost ledger?</p><p>6.&nbsp;Is your accounting system DCAA compliant?</p><p>If you&nbsp;can answer yes to most of these questions, than your company more&nbsp;than likely is set up perfectly&nbsp;to begin to bid&nbsp;&quot;confidently&quot; on federal contracts.</p><p>If you answered&nbsp;no to most of these, than the company still has ALOT of&nbsp;groundwork to do.</p><p>&nbsp;</p><p>Here is what I ask most of my clients that are beginning to dive into the contracting world.</p><p>&quot;what would make your company stand out from all the other bids that are coming in for a specific opportunity?&quot;&nbsp;</p><p>&quot;Why would the government choose you?&quot;</p><p>&nbsp;</p><p>The best piece of advice I can give to companies is to make sure your company infrastructure and business processes and procedures are in compliance and regulations with the government. <p>I am interested in setting up an IDQ contract for our services so we can go to work in the Petersburg Natl Battlefield.</p><p>Our servises is Tree Service, Crane &amp; equipment service for the Tree Profession. We are interested in the work in response to Hurricane Irene. We have previously worked in the National Battlefield in 2004-2005. <p>Hi Ray,</p><p>&nbsp;</p><p>Although it can take a bit of time to get a GSA schedule, you should look into it.&nbsp; You may not be able to meet this opportunity but it may help in the future.&nbsp; Just got onto this website so I know I&#39;m a little late but the other thing you can check the GSA elibrary at <a href="http://www.elibrary.gsa.gov">www.elibrary.gsa.gov</a> and possibly contact one of the firms that have a GSA and do subcontract work under their schedule.</p>

<p>Ray, I don&#39;t know about pricing, but as far as contracts and insight goes, here is an email that I sent my coworkers the other day:</p><p>&nbsp;</p><blockquote><p><em>I know you guys are locked up in sales conferences, so I thought I&rsquo;d send you some interesting news. I was listening to NPR on the way to work today, and FEMA has officially announced budget shortfalls that are serious enough for them to pull out of all (or at least most of all) past disaster relief initiatives (involving everything from the recent tornadoes to Katrina), and only focus on current pressing disaster relief.</em></p><p><em>There&rsquo;s a good chance that they&rsquo;ll resume their projects once this FY ends, but it&rsquo;s not looking like congress is going to be giving them a significant budget increase, and regardless, they are going to be looking for major reform to maximize their new fiscal budget.</em></p><p><em>Twitter and LinkedIn has been abuzz with orgs saying that FAR 18.112 [Contracts for Emergency Acquisitions] is going to be vendors&rsquo; new best friend.</em></p></blockquote><p>The good news is that FAR 18.112 may be the schedule for you. The bad news is that it can take a long time to obtain a GSA schedule, and emergency acquisitions tend to happen faster because, well, it&#39;s an emergency. <p>I just tried to create a poll that offerred more than 2 items to vote on -- the setup asks if you want to add more, but when I did a red bordered pink error banner came up to tell me I posted an &quot;illegal choice....&quot;</p><p>Is two the max? If so why is there&nbsp;a format that offers an opportunity to add more than two. Or, if there was likely something else wrong, there needs to be a clue that will help you avoid the &#39;illegal action&#39; banner.... I felt like a criminal.,... <p>ITS in FAS has set up the ITS wiki where we are posting 2 page info papers that provide purpose, background, project goals/objectives, key milestones and current status, and any pertinent webpage url&nbsp;- a poc is cited and is responsible for the info paper. .We put out a monthly reminder to the poc&#39;s to update their info papers. These really come in handy when project inquiries come up - they can be a first source of current info - it should be not more than 30 days old, and can be more current depending on the timing.&nbsp;We are revamping organization of info on the wiki right now so it is not a good time to peruse it, but if you would like a sample info paper and format, I will be glad to share. Just let me know.</p>

<p>My interest at this time is geared toward providing information on individual projects to employees.&nbsp; A place where the average &quot;butt in the seat&quot; can view project summary updates, without getting bogged down in the project details (like you&#39;d get going through a program like ePM).&nbsp; It would be great if it could also house other levels of information for other project stakeholders as well.&nbsp; Whether projects are large or small, communication with the full customer base is difficult at best.&nbsp; Finding a middle ground where GSA and external customers can collaborate in one space would be really great.</p>

<p>Prior to my current employment I was a grant administrator for a small city, applying for many many government grants.&nbsp; Now in private sector a portion of my job requires I participate in responding to RFPs.&nbsp; What are you seeking to accomplish and how do you suggest going about it?</p>

<p>I love to see an new way for the Goverment to do RFP. I have work with bids, contract and RFP for 20 yr and the goverment site and very hard to find anything at time, it keeps taking you into the same site that goes over and over again.</p><p>Dolly</p>

<p>Please take a look at a similar initiative where GSA is identifying <a href="http://www.gsa.gov/portal/content/195713">Statements of Work</a> that have been successful.&nbsp; I agree that these types of shared resources could potentially greatly improve the acquisition process for federal agency customers as well as vendors.</p>

<p>&nbsp;I like the User Group idea and perhaps the GSA can tailor the user groups to those new to GSA schedules for by the GSA schedule type. A GSA 101 type user &nbsp;group would be very beneficial to stakeholders such as myself who are trying to get on schedules.</p><p>It could be done using this interact platform.</p>
