You can buy cloud through Schedule 70. Several Blanket Purchase Agreements have been created:

Infrastructure as a Service (IaaS) - The IaaS blanket purchase agreements (BPAs) offer cloud storage, virtual machine and web hosting solutions.

Email as a Service (EaaS) - New! EaaS BPAs offer email cloud solutions, migration services, integration services and more.

Software as a Service (SaaS) - get SaaS business apps or productivity apps through the government’s cloud storefront.
