    On 10/16/2020, GSA posted a request for information (RFI) for the new Polaris GWAC on beta.SAM.gov, under Notice ID 47QTCB21N0001. We encourage all interested small business IT service providers to complete the survey included within the RFI. The survey will remain open through 5:00 p.m. Central Time on October 30, 2020.

That feedback, along with the robust response to the RFI in October, helped shape the draft Request for Proposals (RFP) that is now available on beta.sam.gov under Notice ID 47QTCB21N0002. We encourage you to review the draft RFP and submit your feedback to Polaris@gsa.gov using the provided response template. We ask that all feedback to this draft be submitted by 4:00 p.m. Central Time on January 29, 2021.

    The Polaris team is pleased to share the updated draft of the solicitation submission instructions and evaluation criteria (Sections L and M). Substantial feedback was received to the draft RFP issued in December 2020. That feedback, along with recent customer and industry discussions, was used to make beneficial updates to the solicitation. The changes made will encourage maximum participation by small businesses, emphasize customer requirements, and reduce barriers to entry for small businesses.

As demonstrated by several thousand comments, the draft RFP engagement has given the Polaris team a robust perspective  as GSA finalizes development of this governmentwide IT solution.     GSA advances and supports the goals of the White House Initiative on HBCUs. Contracting with federal agencies widens HBCU exposure to business opportunities and offers a potential source of increased revenue. Many HBCUs have been awarded contracts by individual federal agencies, but they do not hold a GSA Multiple Award Schedule (MAS) contract. The good news is that many HBCUs have the capabilities and infrastructure in place to seek and procure government requirements.
