Hello, Industry Community! With the recent release of the draft RFPs and our goal of maintaining an atmosphere of transparency and fairness, we have consolidated all of the questions and feedback we’ve been receiving in our OASIS inbox and have provided responses below. Please note that some questions may have been edited for brevity or clarity. Since we have received multiple variations of some questions, we have organized them by broad topic areas in responding.

As a person who has defended GSA and their government-wide contract vehicles in hostile fora for years, I feel very disappointed and betrayed by the OASIS draft.  It seems as though GSA has thrown away all their best practices in government-wide...Read More

Hello Industry Partners, I know you are anxiously awaiting the release of the Draft RFP.  GSA promised it would be released in the summer of 2012 and we are earnestly working to keep that promise.   Our current plan is targeting mid-September, no later than the 18th, to release the Draft RFP.  We know that this falls dramatically in your typical year-end business cycle and aware that your B&P teams will be extremely busy and that some of you may be unable to give the Draft RFP attention before October 1st.

I notice there hasn't been a blog post for over 14 weeks.  Did the OASIS Draft RFP ever get released?  I've checked GSA Interact and FBO and can't locate any new information.  Can anyone shed some light? Thanks, Ron

Hi Ron, and thank you for your question. I’m not sure what or where you are checking, but you are missing a lot of activity.  Perhaps you need to check your settings.  Our last blog posting was made on March 7, 2013 and can be found here...Read More

I dont see it posted, but the Drafts went up in FBO on March 28th: Solicitation Number: OASIS_RFI and Solicitation Number: OASIS_SB_RFI (for Total Small Business Set-Aside).

We posted a blog here on Interact announcing the release of the drafts, but thank you for reminding the community that the drafts are available on FBO. Jim

Hello OASIS Interact-ers!  February is upon us and I’m sure you’ve all noticed that we have yet to post our draft Request for Proposals (RFP).  As I promised last month, here is an update on where we are.  As many of you  know, we have a new Commissioner here in the Federal Acquisition Service (FAS), Tom Sharpe.

Hi Jim, Relative to your comment above on a contractor having a Purchasing System and EVMS - what do you mean by "an offeror will be given credit" - if they have these? Thanks.

In the context of proposal development, is there a discrimination being cosidered between "past performance" and "capabilites". Recognizing that the past performance of a given offer will only be evaluated...Read More

I understand that businesses will have to respond to the OASIS IDIQ RFP with a prime bid to be prequalified to bid on future task orders as a prime. Do the same rules apply for subcontractors, or can subcontractors not participate in the IDIQ RFP...Read More

Hello and thanks for the question.  OASIS has no limitation on subcontracting, so any subcontractor may be selected at the task order level to perform on an OASIS task order.  Subcontractors do not participate in the initial award process....Read More

Since releasing the OASIS Business Case, the most frequent questions we receive at GSA are about strategic sourcing and how it will be applied to OASIS.  I would like to use this update to address this issue directly and clarify key issues.

Hi Jim,Just wanted to clarify what you mean by a 50% SB Subcontracting Goal on the unrestricted OASIS vehicle. Does this mean that of the work that the contractor subs out (as needed/at the company's discretion) 50% must be to SB's, OR...Read More

Hi Betsey and thanks for the question.  This means that of the work that gets subcontracted, 50% of that work should be going to Small Business.  Jim

As we get closer to the release of the draft Request for Proposals (RFP), I thought it would be a good time to discuss GSA’s “Rules of Engagement” for interaction with our Industry Partners.
