    What You Need To Know Interim rule for FAR Case 2011-024, effective Nov. 2, 2011, provides agencies with the ability to set aside orders and Blanket Purchase Agreements (BPAs) issued under Multiple Award Schedules (MAS) program.     A major flaw in the GSA MAS solicitation is nowhere in the body of the document does it give any marketing  advice to a new contractor as how they could market their contract.  After the solicitation turns into a contract most new contractors say to themselves or to colleagues now what do I do with it? Until there is marketing help listed within each new GSA solicitation, the mortality rate of losing new contractors in the first two years of their contract will cotinue to grow and cost the Federal Government multiples thousands of dollars per failed contract.

    I've had numerous GSA contracts awarded, and every time,GSA has included the subject documentation via a link or hard-copy.  Inside this documenation, it has a whole section divoted to marketing your newly awarded GSA schedule.

    Attached is a pdf file for the updated 5-12-00022 Training Opportunities Slipsheet.     The general slipsheet refers customers to gsa.gov/csd to find their local CSD.  (A minimal stock will be available at CMLS after January 25th).  This is a low-resolution pdf and CSDs can easily email and/or print on a laser printer.

    Section 1331 of the Small Business Jobs Act of 2010 authorized discretionary use of set-asides against multiple award contracts (i.e. Multiple Award Schedules).  This includes setting-aside orders to 8(a) contractors. The provision did not authorize the use of sole-sourcing under the various small business programs.
