    Are you aware how the Federal Acquisition Regulation (FAR) addresses the policy on handling open market items on Federal Supply Schedues (FSS) contracts? Open market items are also known as incidental items, noncontract items, non-Schedule items, and items not on a GSA Schedule contract.

    I'm interested to learn YOUR definition of green acquisition. To put the conversation into context, I work for a small, professional services firm that provides CMa (Construction Manager as agent) services for GSA. We don't design or build anything, but we're GSA's eyes and ears on a construction site. We ensure that buildings are built the way GSA expects, and mitigating risk to the Government.

    Can an interested party protest an agency’s solicitation for schedule contract services/supplies, cancellation of an RFQ, or the award to another contractor on the same GSA Schedule (FAR 33.101)? Yes. In the MAS solicitations, we do have Clause 52.233-2, Service of Protest (SEP 2006), and it will have the address where to obtain written acknowledgement from the Contracting Officer.

    Recently, an incumbent contractor contested the 2008 decision of the United States Air Force to procure credit reports using GSA Schedules rather than continue its past practice of sole sourcing the requirement under SBA's 8(a) program. The Plaintiff's challenge failed in the United States Court of Federal Claims (CoFC).
