To put the conversation into context, I work for a small, professional services firm that provides CMa (Construction Manager as agent) services for GSA. We don't design or build anything, but we're GSA's eyes and ears on a construction site. We ensure that buildings are built the way GSA expects, and mitigating risk to the Government.

Are you aware how the Federal Acquisition Regulation (FAR) addresses the policy on handling open market items on Federal Supply Schedues (FSS) contracts? Open market items are also known as incidental items, noncontract items, non-Schedule items, and items not on a GSA Schedule contract.

To better meet the needs of GSA’s customer agencies, a deviation to FAR Part 51.1 has been approved to expand the authority of contractors to use GSA sources of supply placed on a time-and-materials (T&M)/labor-hour (LH) basis. Federal Government contracting officers have been authorized to give all GSA contractors access to the Federal Supply Schedule (FSS) and GSA Global Supply Programs when deemed appropriate for fulfillment of their agency requirements. Please note that the FSS Program is inclusive of those Schedules managed by the Department of Veterans Affairs.
