    GSA established the Wireless Federal Strategic Sourcing Initiative (FSSI) Program Blanket Purchase Agreement (BPA) to improve the management of wireless contracts across government. The FSSI Wireless project seeks to drive lower purchase and operational life-cycle costs for wireless services while enabling improved management of mobile technology. Improved management practices allow agencies to invest in mobile applications that deliver services more effectively and efficiently.

        We have recently received multiple requests for the proper way to handle Termination for the Government’s convenience, as well as what costs are allowable. Well, here I go without further ado! The termination will be IAW FAR Part 8.406-5, terminations for convenience.   8.406-5 -- Termination for the Government’s Convenience.

      Yes.  Or to be more accurate, I don’t see any reason why not.  There is certainly nothing in regulation or policy I am aware of which would preclude the inclusion of TDLs/TIs in a Schedule task order.  So for those of you who are familiar with the concept and have established procedures/formats I would say, “go for it!”

    Thanks for the question.  As apparent in the questions and answers, we encourage teaming at the task order level, but see very limited value in teaming at the contract level.  Jim

    Hello everyone,   At the pre-solicitation meeting held May 15, we discussed our strategy to require vendors to apply an average discount to all non market basket items within the same category.  Vendors expressed concerns with this approach because supplier mark-ups vary from item to item. One alternate solution is to further segment each category into subsets that contain products with similar mark-ups. This approach could allow vendors to offer more comparable discounts.

    In the draft RFQ the proposal was to apply the average discount of the Market Basket items to the non-Market Basket.  We have posted an Interact blog asking for recommendations for pricing non-Market Basket items.JanSan Team
