[Now closed] NEW RFI! GSA seeks industry feedback about its future Building Maintenance & Operations Services strategic sourcing solution

Input needed about commercial services capabilities and potential program structure

Throughout 2014, the U.S General Services Administration (GSA) and its agency commodity partners have solicited feedback from the public and private industry about its future Building Maintenance & Operations (BMO) Services strategic sourcing solution. Also during this time, GSA has been working closely with agency customers in order to truly understand their needs and ensure this is reflected in the future government-wide BMO acquisition solution.
Taking the information gleaned from analysis of the current federal market, including current spending and geographic usage levels, and industry comments gathered through GSA’s Interact discussion series, GSA has developed some of the initial BMO solution components. (These proposed components are also being vetted through our agency commodity partners.)

Request for Information from BMO industry

GSA is now seeking feedback from private firms of all sizes and related professional associations by issuing a formal Request for Information (RFI). Find a downloadable request for information document and attachments listed below this article. The RFI is focused around four primary, proposed components: (1) service categories, (2) service groupings, (3) labor categories, and (4) geographic service area(s). GSA is encouraging businesses of all sizes to respond in order that we better understand vendors’ current and potential service capabilities, coverage areas, and how they categorize their labor types.

The period for response is scheduled to close on Friday, October 17, 2014. Requests for clarification must be submitted no later than Friday, October 3, 2014, in order to be considered. Questions should be submitted to the program’s Contracting Officer at fssi.bmo@gsa.gov. If you do not plan to submit a formal response but have a general suggestion that can help us, please share it here in the Comments section below (you must be logged-in to Interact). GSA will review information or suggestions submitted in the responses, and examine what alterations should be considered. The responses will help GSA better define its future acquisition solution, and make it a vehicle that is valuable to its customers and easy for service providers to support.

About the GSA Building Maintenance & Operations Services solution

In 2013, Building Maintenance and Operations (BMO) was selected as one of five new commodity categories to be considered as a potential Federal Strategic Sourcing Initiative (FSSI). GSA, in addition to a team comprised of representatives from federal agencies, is now in the process of developing a government-wide program designed to improve the way the federal government purchases and manages these types of services. The final solution award is anticipated in FY2016.

Will the BMO change the GSA Federal Supply Contracts that are out there? If so, how? Thank you

<p>&nbsp;<span style="font-family: arial, sans-serif; font-size: 12.8px;">No, the issuance of BMO solicitations and potential awards will not change the GSA Federal Supply Contracts. &nbsp;</span><span style="font-size: 12.8px; font-family: arial, sans, sans-serif;">The BMO RFP&#39;s (Unrestricted and Small) are different contracts with different requirements. The BMO RFP&#39;s are open market and will be using the procedures of FAR Part 15. The 03FAC is a MAS Contract under FAR Part 8. While there are similarities in scope in both vehicles, the requirements (e.g. required services vs. optional, service groups, zonal approach, etc) are different.&nbsp;</span></p>

<p>I am concerned about the requirement in the draft that small businesses have a presence - and references - in each state in the region. &nbsp;This requirement will effectively eliminate all but the largest of the small businesses in the facilities management field. &nbsp;Inasmuch as the list of qualified firms that results from the RFP responses will form the basis for the issuance of RFPs for Task Orders - which will likely be for facilities within a single location/state, I would expect that firms which do not have a presence in that state will not bid, or will decide to bid, but be at a disadvantage. &nbsp;Therefore, there should be no need for this specific pre-qualification.</p><p>Thanks, by the way, I found the presentation at the Industry Day in Philadelphia very interesting and informative -&nbsp;</p><p>&nbsp;</p>
<p>We highly suggest that these types of programs do not get bundled in a national initiative, that will kill many small businesses; I beleive that creating a regional initiatives will create more jobs and will be more open for other small businesses to compete, that will give the government a better change to save the tax dollar investments.</p>
<p>Have you considered that BMO is labor intensive and could be exacerbated if <span class="highlight selected">geographic</span>ally dispersed services were to be consolidated?</p>
