Draft RFP posted for BMO Services government-wide strategic sourcing solution

A draft Request for Proposal (RFP) for the new Building Maintenance and Operations (BMO) contract vehicle is now available for viewing and comment on FedBizOpps. This draft RFP includes requirements for future suppliers and contractors, including:

  • Anticipated terms and conditions

  • Evaluation factors and their relative importance

  • Performance-Based Statement of Work (PBSOW)

Responses to this draft RFP will be accepted through April 17. Comments posted here (using an Interact profile) and those sent to the Contracting Officer (fssi.bmo@gsa.gov) will be included in the development of the final RFP -- scheduled to be released in early May.


GSA’s BMO initiative will improve the way the federal government sources and manages building maintenance and operations services, including operations maintenance (HVAC, elevators, plumbing, electrical and building management) and facility support services (janitorial, waste management, janitorial, pest control, etc.). <p>Congratulations on your BMO FSSI initiative.&nbsp;</p><p>With respect to the Presolicitation GS06Q-15-RL-0001 - Building Maintenance and Operations BMO FSSI DRAFT RFP:</p><ol><li>Has the Government considered an Multi-Award (MA) IDIQ that is based upon a standardized database of service tasks and costs?&nbsp; Is the Government aware that, and by way of example, &nbsp;the RSMeans FMR (Facilities Maintenance and Repair) cost catalog has many, if not most, of the BMO services required?&nbsp; The FMR includes well defined tasks and associated costs, and even in some cases, checklists.</li><li>Any MA-IDIQ intended to promote greater efficiency with respect to BMO would likely require the following, all of which can be implemented without major effort:<ol><li>Standardized best management practices and procedures and associated service/construction delivery methods</li><li>Standardized cost information and associated tasks/services</li><li>Cost transparency/visibility and associated monitoring vs. number of projects and time</li><li>Training and support</li><li>Technology supporting and embedding best management practices to drive low cost and consistent implementation as well as continuous improvement.</li></ol></li><li>BMO Services availability without the predefined&nbsp; aspects noted above, may not be optimal relative to improving resource allocation, management ability, oversight, or accountability.</li><li>LEAN management practices and standardized BMO services and associated localized cost database are highly recommend and supported by industry experts.</li><li>Decades of successful implementation of collaborative construction/service delivery methods including integrated project delivery and job order contracting and associated BOS (building operations services) contracting methods support the availability of proven solutions.</li></ol><p>Please feel free to contact me should you wish to discuss the above.&nbsp;&nbsp; Please also note that multiple IDIQ cost databases could be also be enabled.</p>
