GSA/Industry One-on-Ones: The Results Are In!

I'd like to take this opportunity to thank everyone for their participation in the OASIS one-on-one sessions last month. The final sessions concluded last week and the team here is reviewing the tremendous amount of feedback and ideas presented by Industry. I'm proud to say we met with 65 Industry partners, and the white papers presented a total of 22 questions.  As I've emphasized before, the OASIS team considers Industry a key partner in the OASIS development process.

Thank you for keeping up the dialogue and letting us know what we can do to make OASIS the best solution for our customers. I encourage you to continue using this community to share ideas. In addition, don't forget that you can always reach out to us with questions and comments at oasis@gsa.gov. We thank you for your valuable feedback!

<p>The OASIS Update from the Magic Conference on July 26, 2012, noted that industry suggested the following additional scope areas: &nbsp;Energy Professional Service Fields, Environmental Professional Service Fields, Security/Intelligence Professional Service Fields, and Training and Education. &nbsp;Are there plans to add any of these or others in addition to the ones noted in the RFI? &nbsp;If so, which, and can you provide examples of what types of work might be expected to fall into these scope areas?</p>

<p>I am very interested in hearing what, if any, changes are being made to the OASIS acquistion strategy based on industry input during the one-on-ones.&nbsp; Can you share that with us?</p>

<p><span id="internal-source-marker_0.09910505688845284" style="font-size:15px;font-family:Arial;color:#000000;background-color:transparent;font-weight:normal;font-style:normal;font-variant:normal;text-decoration:none;vertical-align:baseline;">Hi there. &nbsp;This is a unique question because we didn&rsquo;t really have a baseline prior to conducting the One on Ones, so we can&rsquo;t really point to any &ldquo;changes&rdquo;. &nbsp;The two contract approach (OASIS and OASIS SB) is an easy issue to point to and say industry feedback contributed a lot towards, but then again, industry input contributed to many of the decisions being made. &nbsp;We gathered a lot of good ideas and everyone will see where we are as a whole when the draft RFP is released. &nbsp;Thanks for the question. <p>In order to make clear to the public vs having speculation within Industry, and the promote transparency in government acquisitions, please provide the acquisition schedule and strategy for the Oasis procurements (Full &amp; Open and any small business set-aside) such as:</p><p>1. Scheduled or anticipated Draft RFP release date (e.g. set date or last prt of August 2012)</p><p>2. Scheduled or anticipated GSA review time for Industry inputs, questions, concerns from the Draft RFP (e.g. same as above)</p><p>3. Scheduled or anticipated RFP release date (e.g. same as above)</p><p>4. Scheduled or anticipated responses due to RFP date (e.g. same as above)</p><p>5. Scheduled or anticipated award date (e.g. same as above).</p><p>Acquisition Strategy for Oasis:</p><p>1. Planned or anticipated Oasis vehicles:</p><p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; A. Does GSA anticipate employing a Full &amp; Open contract and a small business set-aside for Oasis?&nbsp; Please confirm.</p><p>2. Please confirm that 1 or both contracts will be multiple award MA-IDIQ or will they be GWAC contracts (available to any Gov agency)?</p><p>3. <p>&nbsp;</p><p>Hello and thank you for your questions!</p><p>One of our goals is to provide transparency and keep things as clear as possible, so we are more than happy to answer your questions as best we can. &nbsp;To be perfectly transparent, please note that we are very, very early in the process right now and are operating in an environment that includes a GSA-wide hiring pause, a top down organizational assessment, and an election year, any or all of which could possibly affect the timing of the OASIS project. &nbsp;There are many moving parts in an initiative like this, so specifics are difficult at this stage. &nbsp;That being said, the answers to many of your questions have already been presented publicly:</p><p>1.&nbsp;<em>Scheduled or anticipated Draft RFP release date</em>.</p><p>Our schedule calls for the Draft RFP to be released by the end of summer 2012. &nbsp;Since that is the height of end of fiscal year, we are considering slipping that date to early October. &nbsp;We have posted a blog question regarding the timing of this release.</p><p>2.&nbsp;<em>Scheduled or anticipated GSA review time for Industry inputs, questions, concerns from the Draft RFP.</em></p><p>GSA will review Industry input, questions, and concerns from the Draft RFP until the time the final RFP is issued. &nbsp;</p><p>3.&nbsp;<em>Scheduled or anticipated RFP release date.</em></p><p>The RFP is anticipated to be released by the end of Winter, which officially ends March 19, 2013. &nbsp;Rest assured that we will not issue the RFP during the holiday season between Thanksgiving and New Year&#39;s.</p><p>4.&nbsp;<em>Scheduled or anticipated responses due to RFP date</em>.</p><p>We anticipate allowing approximately six weeks for Offerors to respond to the solicitation. &nbsp;We will ask for Industry input regarding this.</p><p>5.&nbsp;<em>Scheduled or anticipated award date</em>.</p><p>Contract awards are anticipated to be announced by the end of Summer 2013, which officially ends Sept 21, 2013. &nbsp;Of course, a lot of factors play into this like the number of proposals received. &nbsp;All of the timelines presented thus far are ballpark estimates, which is simply the best we can offer at the time being. &nbsp;</p><p>6.&nbsp;<em>Does GSA anticipate employing a Full &amp; Open contract and a small business set-aside for OASIS?&nbsp; Please confirm</em>.</p><p>GSA anticipates issuing a family of contract vehicles to include a Full &amp; Open contract (OASIS) as well as a 100% Small Business set aside contract (OASIS SB).</p><p>7.&nbsp;<em>Please confirm that one or both contracts will be multiple award MA-IDIQ or will they be GWAC contracts (available to any government agency)?</em></p><p>Both contracts will be multiple award IDIQ available to all federal government agencies. &nbsp;GWAC contracts are for IT service based requirements. &nbsp;The OASIS contracts are for professional services based requirements. &nbsp;Accordingly, neither OASIS contract will be a GWAC.</p><p>8.&nbsp;<em>Please confirm the planned or anticipated contract value (ceiling) for each contract</em>.</p><p>Ceiling values have not been determined yet for either contract.</p><p>9. &nbsp;<em>Please confirm the period of performance for each contract (e.g. 1 base year and four (4) 1 year options)</em>.</p><p>While the period of performance has not been decided officially, we are considering a five-year base period with one five-year option for each contract.</p><p>We hope this helps and thanks again for your interest in the OASIS program.</p><p><br />Jim</p><p>&nbsp;</p>

<p>Since you are nearing the release of the draft RFP perhaps you now have a general idea of the number of OASIS awards you expect to make. For GSA&#39;s STARS II there were 583 awards. Do you expect that many for OASIS&nbsp; or a much smaller number?</p><p>Thanks, John</p>
