Request for Information for GSA Retail Operations 4th Party Logistics (4PL)

 

SCOPE

This is a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e). Any information submitted by respondents to this request is strictly voluntary. This is not a Request for Proposal (RFP) or a Request for Quote (RFQ), nor does its issuance obligate or restrict the Government to an eventual acquisition approach. The Government does not intend to award a contract on the basis of responses from this RFI or pay for the preparation of any information submitted or for the use of such information. All information received from this RFI will be used for planning and market research purposes only. Not responding to this RFI does not preclude participation in a future solicitation, if any is issued.

 

BACKGROUND

The General Services Administration (GSA) is pleased to announce plans for 4PL to be considering competing a Blanket Purchase Agreement (BPA), Task Order (TO), or Delivery Order (DO) against new contracts awarded under SIN 75 220 - Enhanced SIN for Office Products & Services / Office Supplies 4th Generation (OS4) and/or SIN 75 280 Enhanced SIN for Overseas Office Products & Services / Office Supplies 4th Generation (OS4) under Multiple Award Schedule (MAS) 75. Approximate value for the new resultant 4PL BPA award: $100M.  

PURPOSE

GSA is issuing this RFI to gather feedback from industry and any other relevant stakeholders on the proposed plans for this type of 4PL* award. The information received will be utilized within GSA to facilitate the decision making process and to make appropriate acquisition decisions. Information received in response to this notice will not be evaluated or considered as an offer.

 

GSA is requesting feedback and suggestions regarding the following:

 

GSA is proposing to include language at the MAS 75 level to allow an offeror to propose a service fee at the BPA, TO, or DO level if necessary for walk in stores on military bases or other federal facilities as a separate line item fee. The actual fee would be negotiated at the BPA, TO, or DO level as the 4PL Contracting Officer is closer to the actual requirement. It is also within the discretion of the 4PL CO to determine if any fee at all would be allowable at this time. This would allow the total BPA, TO, or DO price to be higher  than the MAS price for the item because of the additional services of running a store for the 4PL program. NOTE - for the contract item itself the individual line item price will remain the same or lower than the awarded MAS price under SIN 75 220 (of SIN 75 200/210), but it would have a separate, additional fee for 4PL.

 

Based on the comments, feedback and discussions, GSA is examining the best course of action by planning a new, improved and widely used solution for competing and awarding a new 4PL BPA.

 

In addition to the above topic, we are also seeking comments or concerns industry may have regarding the current structure of the MAS 75 solicitation in supporting the 4PL program.  Are there any suggestions from an Industry perspective on how best to increase competition within the program?

Responses and questions must be provided no later than 5:00 pm on Tuesday, September 18, 2018 and must be submitted to gsaschedule75@gsa.gov. Verbal feedback and questions WILL NOT be accepted. DO NOT submit a proposal or quote with your response.

GSA Retail Operations

GSA’s Retail Operations provides Fourth-Party Logistics (4PL) solutions for DOD and civilian agencies. The 4PL program allows users to focus on core competencies by leveraging GSA’s contracting and acquisition experience and the product-fulfillment expertise of industry leaders.

Under 4PL, GSA acts as an integrator to manage multiple suppliers specializing in:

  • Tools
  • Hardware
  • Maintenance, repair, and operations (MRO) supplies
  • Office supplies.

The 4PL program uses a single entity (GSA Retail Operations) to manage acquisition, storage, merchandising, delivery, and billing aspects of a comprehensive supply solution.

The base supply stores are grouped geographically so you can see lists of stores around the Pacific Rim and in the continental United States. Prior to visiting a base supply store, please contact the store to verify your access.
