Prepare Now for the FY16 Service Contracts Reporting Requirement

Certain entities that have service contracts with the United States government must submit reports for service contracts, also known as SCRs, in the System for Award Management (SAM) by November 30, 2015.

 

As mandated by law, executive agencies covered by the Federal Activities Inventory Reform (FAIR) Act (Pub. L. 105-270) must prepare an annual inventory of their service contracts.

 

The intent of this law is to determine if the mix of federal employees and contractors is effective to support the United States government’s operations

 

Certain entities are required to complete and submit SCRs for all actions subject to Federal Acquisition Regulation (FAR) Subpart 4.17 by November 30, 2015. Users are encouraged to log into SAM on or around October 10, 2015 to see if they have actions enabled for SCRs. After logging into SAM, they should first navigate to the 'Register/Update Entity' selection in the left hand navigation and then press the 'Service Contracts Reporting' link.

 

The following checklist describes mandatory inputs for each SCR:

 

Prime Contract(s) for the previous government fiscal year

Total Amount Invoiced (includes both contractor and Tier 1 subcontractor dollar amounts)

Number of Contractor Direct Labor Hours

 

First-Tier Subcontract(s) for the previous government fiscal year

Subcontractor DUNS

Subcontract Number

Subcontract Hours Spent

 

According to FAR Subpart 4.1704, failure to comply with these requirements will be noted by the contracting officer as part of the contractor’s past performance report.
