Order-Level Materials have Arrived on Schedules

As you may have read on the GSA Blog, a final General Services Acquisition Regulation (GSAR) rule has been issued that incorporates Order-Level Materials (OLMs) into the Multiple Award Schedule (MAS) program. On selected schedules, agencies can now acquire not just the products and services they’ve come to rely on from GSA, but also the associated items required to make use of them at the order level. OLM makes it easier for customer agencies to buy, and industry partners to provide, complete procurement solutions through the MAS program while ensuring excellent value. What are OLMs?

  • Supplies or services acquired in direct support of task or delivery order placed against a Schedule contract or Blanket Purchase Agreements (BPAs).  
  • The type and quantity of supplies or services are not known at the time of Schedule contract or BPA award.
  • Prices of OLMs are not established at the Schedule contract or BPA level.

Key Points to Remember:

  • OLM sales and ONLY OLM SALES need to be tracked and reported as MAS sales under your OLM Special Item Number (SIN). All travel related costs must be removed before reporting.
  • The cumulative OLM value of an individual task or delivery order cannot exceed 33.33% of the total order value.

This OLM authority:

  • Adds a similar flexibility at the order level to the Schedules program that exists on other commercial IDIQ vehicles.
  • Saves time and money.
  • Diminishes the need to set up new commercial Indefinite Delivery/Indefinite Quantity (IDIQ) contracts or conduct open market procurements for items not anticipated up front.
  • Decreases the number of contracts to administer.

Where is the new OLM authority?

The General Services Administration Acquisition Manual (GSAM) has been updated to provide guidance and special ordering procedures on OLMs. GSAM part 515 and 538 provide guidance and GSAR clause 552.238-82 identifies special ordering procedures. Benefits to Industry Partners

  • Greater use of the MAS program will allow Schedule contractors to compete for more orders and reduce the need to incur additional bid and proposal costs under other commercial IDIQs.
  • The reduction in duplicative and inefficient contracts also removes barriers to entry into the federal marketplace, especially for small businesses.

How can I provide OLMs under my MAS Contract?

You will need to accept a mass modification to add the terms and conditions to your current MAS Contract, including adding the new OLM SIN. FAS issued an advanced notice through GSA Interact that started this process.
