New FAR Rule: Section 865

An interim FAR rule was published in the Federal Register to include Section 865 of the Fiscal Year 2009 Duncan Hunter National Defense Authorization Act (NDAA). This new rule impacts interagency acquisition ordering procedures and requirements. For GSA Schedules, a best interest determination needs to be done for orders over $500,000.
