New Contract Opportunities Capabilities in SAM.gov for Non-Federal Users Coming Friday

On November 19, GSA’s Integrated Award Environment expects to release a useful new function to  non-federal users of SAM.gov.

For the first time, non-federal entities can manage users in contract opportunities.  Entities can give their users roles for accessing  the Interested Vendors List (IVL) and requesting  controlled documents on their behalf.   Entities may assign viewing rights only for IVLs.  

Non-federal entities will have three roles available in the contract opportunities domain, similar to  entity registration and entity reporting: 

● Opportunities Administrator. You can manage and assign any non-federal user’s roles within the contract opportunities domain for an entity. You can approve or reject role requests within the contract opportunities domain for an entity and any child entities. You do not have access to manage entity registrations or entity reporting with this role.

 ● Data Entry. You can request access to controlled documents and add your entity to the IVL (if enabled on the notice).

 ● Viewer. You can request access to controlled documents and view the IVL (if enabled on the notice).

The Opportunities Administrator will be able to see all current users who are self-certified as connected to the entity. Other users can request roles from an Opportunities Administrator, or the Opportunities Administrator can invite other users to take on one of the three roles.

Current contract opportunities Data Entry roles will be retained


We recommend that you have at least two  Opportunities  Administrators for your organization. In the event that an Opportunity Administrator leaves your organization, you will need someone else with the role to assign a replacement for them, and to continue managing users and your entity’s access to contract opportunities functions.
