Need to Make Recurring Schedule Purchases? Learn About MAS Blanket Purchase Agreements (BPAs)

Multiple Award Schedule (MAS) Blanket Purchase Agreements (BPAs) offer federal agencies and authorized ordering activities flexibility at the order level for acquiring products and services on a recurring basis. MAS BPAs may be used for simple or complex service requirements or routine commodity purchases. 


In accordance with FAR 8.405-3, a MAS BPA is an agreement established by an authorized ordering activity with a Schedule contractor (or multiple contractors in a multiple award BPA environment) to fill recurring needs for supplies or services. Unlike open-market BPAs (FAR part 13) or Basic Ordering Agreements (BOAs) (FAR part 16), MAS BPAs and all subsequent orders have the same terms and conditions as the underlying Schedule contract.  


GSA Schedule orders provide cost, time, and administrative savings, as well as flexibility, transparency, and control over your procurement. If you use MAS to get what you need, consider whether establishing a BPA is advantageous to your agency. 


You’ll want to think about the: 

  • Scope and complexity of the requirement(s).
  • Frequency and total number of expected requirements to be placed under the BPA(s) – including all intended users and ordering activities.
  • The benefits of ongoing competition and the need to periodically compare multiple technical approaches or prices.
  • Administrative savings of BPAs. 
  • Ability to use streamlined ordering procedures.
  • Technical qualifications of the available Schedule contractor(s).


Benefits of MAS BPAs

  • Easy - makes it easier for buyers to fill anticipated recurring needs. 
  • Efficient - encourages agencies to assess requirements and group similar work for efficiencies and increased buying power.
  • Savings - may result in volume discounts off the already fair and reasonable awarded MAS contract prices. 
  • Consistent - All BPA orders have consistent terms and conditions 
  • Streamlined - decreases procurement costs, acquisition lead time, and administrative effort.
  • Socioeconomic Goals - allows small business set-aside procedures at the BPA or order level to help meet socioeconomic goals.

Features of MAS BPAs

  • On-Ramps - in a multiple award environment, on-ramps may be conducted to add additional contractors as needed or to refresh small business participation if current companies become other than small. 
  • Funding - eliminates the need for immediate funding of future requirements (funds are required when orders are placed).
  • Faster Ordering - provides a more efficient and faster ordering process, while establishing terms applicable to future orders.
  • Estimated Value - has no guaranteed minimum and no requirement to establish a ceiling. 
  • Agency Level Terms and Conditions - permits buyers to add agency-level and local terms and conditions that do not conflict with the MAS contract terms and conditions.
  • Fair and Reasonable Pricing - MAS contract prices have already been “competed” and determined to be fair and reasonable by GSA (FAR 8.404(d)).
  • Category Management - MAS BPAs support category management principles as outlined by the Office of Management and Budget. All MAS purchases are considered Tier 2 Spend Under Management (SUM), with some specific SINs as Best-in-Class (BIC) Tier 3. 


Multiple-Award MAS BPAs

In order to promote competition, FAR 8.405-3(a)(3)(i) has a stated preference for multiple-award MAS BPAs which may be extended beyond five years to meet program requirements. This is why some agencies have long-term MAS BPA programs in place to meet agency missions.  


Single-Award MAS BPAs

A single-award MAS BPA must not exceed one year in duration, but may have up to four one-year options. The head of the agency must approve any single-award BPA exceeding $100M. See FAR 8.405-3(a)(3)(ii).  


How to Establish and Place Orders Against MAS BPAs for Supplies and Services

When establishing MAS BPAs, or placing orders against established MAS BPAs, buyers must follow the procedures outlined at FAR 8.405-3.   


Order Level Material (OLM) procedures may be used at the BPA or order level to acquire contract support items (other direct costs).  See www.gsa.gov/olm for further guidance.  


Choose MAS BPAs

Agencies should consider MAS BPAs as an alternative to establishing an agency-awarded Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
