Identity Protection Services Blanket Purchase Agreement Named Best-in-Class Vehicle


The Category Management (CM) Program Management Office, part of a government-wide initiative sponsored by the Office of Management and Budget (OMB), has announced that GSA’s Identity Protection Service Blanket Purchase Agreement (IPS BPA) has earned a "Best-in-Class" (BIC) designation.  

BIC is a contracting and acquisition designation used across government to denote contracts that meet rigorous category management performance criteria as defined by OMB guidance. The BIC evaluation process is conducted with broad cross-governmental representation including a mix of category management and subject-matter experts.

The IPS BPA, awarded in 2015, gives federal agencies access to a pool of well-qualified contractors capable of providing the services needed to mitigate potential damage to those affected by data breaches and other personnel security matters. Under the BPAs, federal agencies have access to a variety of identity protection services including: consumer credit reports, address verification reports, and credit risk assessments as well as identity restoration services involving suspected or actual breaches of sensitive personally identifiable information.


Key characteristics of the IPS BPA solution:


  • Collaborated with customers and industry to identify most highly used and/or demanded solutions and services relating to identity protection services.
  • Encouraged small business participation through the use of existing small business contract holders under the Professional Services Schedule (PSS)
  • Developed requirements collaboratively with an interagency team of subject matter experts and represent a coordinated approach to developing stringent technical requirements and establishing an appropriate acquisition strategy.

On July 1, 2016, OMB issued a memorandum which requires, with limited exceptions, agencies to use the IPS BPAs for providing comprehensive identity protection services, identity monitoring, and data breach response. According to the OMB memo, the IPS BPAs shall be treated as a preferred source for federal agencies when agencies have a need for credit monitoring, breach response, and identity protection services. Taking advantage of the IPS BPAs ensures agencies can meet their needs for expeditious delivery of best-in-class solutions ranging from pre-approved and vetted companies at competitive pricing and reduced administrative costs.

Category management is a strategic practice that the Federal government is implementing  to buy smarter and more like a single enterprise. It is identified as one of 15 Cross Agency Priority (CAP) goals, a tool used to accelerate progress on a limited number of Presidential priority areas where implementation requires active collaboration between multiple agencies. The goals of category management are to deliver more savings, value and efficiency for federal agencies; eliminate unnecessary contract redundancies; and continue to meet the Government’s small business goals.

The following category management solutions have undergone the BIC evaluation process and have been designated to date: SmartPay 2 and 3, BMO - Building Maintenance and Operations, MRO - Maintenance Repair and Operations Supplies, JanSan - Janitorial and Sanitation Supplies, Next Generation Delivery Service (NGDS) (award expected in Summer 2017), Identity Protection Services BPA, and OS3 - Office Supplies 3rd Generation.
