Human Capital & Training Solutions: Pathways to High Performance “Viewcast”

On December 8, 2016, the Office of Personnel Management Human Resources Solutions team hosted and participated in a web-based “viewcast” titled “Human Capital & Training Solutions: Pathways to High Performance.”

This viewcast brought together representatives of the media, federal agencies, industry partners and the OPM Training and Management Assistance (TMA) Program to share their thoughts about the value of the Human Capital and Training Solutions (HCaTS) contracts to almost 200 participants.

The viewcast was coordinated by the Government Executive Media Group with their President Constance Sayers as host. Participants included:

  • Mr. Robert Gibbs, Chief Human Capital Officer for the Department of Energy
  • Mr. Elias Hernandez, Chief Human Capital Officer of the Small Business Administration
  • Ms. Abby Cashman, Senior Associate for Workforce Analytics at Booz Allen Hamilton, represented both industry and the emerging role of data and analytics in future human capital management projects
  • Mr. Robert Briede, Acting Deputy Associate Director of OPM TMA Program, represented the OPM/GSA partnership

The HCaTS contract vehicles, awarded in partnership with the OPM’s TMA Program, is part of the strategic, government-wide initiative to “buy-as-one” through category management and an important first step in optimizing spending in the human capital category. HCaTS cuts costs and increases efficiency by providing federal agencies access to proven and high quality human capital and training contractors.

The HCaTS (Unrestricted) includes significant small business subcontracting goals, while unique small business opportunities are emphasized through HCaTS Small Business. A total of 124 contracts were awarded to qualified vendors under the HCaTS (Unrestricted) and Small Business vehicle - 79 unrestricted contracts and 45 small business contracts. These vehicles provide agencies government-wide with easy access to a reliable, flexible, and efficient means of improving human capital management in accordance with the Human Capital Assessment and Accountability Framework (HCAAF) and OPM governing doctrines. GSA is responsible for contract administration, while OPM is responsible for policy oversight and customer service.
