HCaTS, OASIS and GSA SmartPay Complete Annual Best- in-Class Designation Review

The Office of Management and Budget (OMB), with the support of the Government-wide Category Management Program Management Office (GWCM PMO), recently announced that 36 Best-in-Class (BIC) solutions, including HCaTS, OASIS and GSA SmartPay, have successfully completed their annual reviews and will retain their BIC designations.

The BIC initiative is part of the overall category management strategy to optimize the government's buying power and create an atmosphere of cooperative excellence among customer agencies, vendors, and solution owners. A BIC designation means that the solution has been awarded, is being managed according to, and has a commitment to sustaining the category management principles that help agencies to operate more efficiently and increase savings.

All BIC solutions also share strong management practices striving to help agencies meet and beat small business goals, achieve sustainability objectives and realize cost avoidance. BIC vehicles include terms and conditions, data collection and reporting requirements that reduce administrative burdens and costs, drive greater transparency, standardize and provide data and analytics to inform business decisions, and begin to eliminate practices that dilute or reduce the Government’s purchasing power.

OMB and the GWCM PMO review the BIC designations annually to ensure sustained performance, identify opportunities for improvement, and evaluate compliance with ongoing BIC reporting requirements. The foundation of those discussions were one-page summaries (key metrics and narrative) of how each solution supports Category Management principles in general and their solution's operational objectives. Continued use of these BIC contracts will save agencies money and support small business utilization, all while reducing duplicate contracts and streamlining the acquisition process -- making it possible for agencies to focus more resources on high-priority mission work.
