Happy 5th Birthday, HCaTS!

Five years ago, GSA awarded the Human Capital and Training Solutions (HCaTS) Unrestricted and HCaTS Small Business contracts to provide the federal acquisition workforce reliable, flexible, fast and efficient ways to obtain best-value, customized solutions for human capital management and training requirements. Designated as a Best-in-Class Solution

In October 2016, a cross-government team of acquisition experts designated HCaTS as a Best-In-Class solution. Since then, the contracts have successfully completed their annual reviews and have retained their BIC designations. The BIC initiative is part of the overall category management strategy to optimize the government's buying power and create an atmosphere of cooperative excellence among customer agencies, vendors, and solution owners. A BIC designation means that the solution has been awarded, is being managed according to, and has a commitment to sustaining the category management principles that help agencies to operate more efficiently and increase savings. Reduced Contract Access Fee by More than 60 Percent

In August 2018, HCaTS lowered the Contract Access Fee (CAF) from 2% to 0.75%. This adjustment made the program more competitive, allowing federal customers to better utilize HRS’s subject matter expertise and GSA’s contracting expertise by accessing this best-in-class solution. Better leveraging this solution and enhancing the delivery of human capital operation services is emblematic of the value we can deliver to customer agencies through HRS’s transfer from OPM to GSA through the administration’s government reform plan.  

On-Ramped 28 New Contractors

In 2019, GSA successfully “on-ramped” or added 28 new vendors to the HCaTS Small Business (SB) Pool 1 contract. This on-ramp was conducted to increase participation and to expand competition within SB Pool 1. The services solicited during the on-ramp included: customized Training and Development Services, Human Capital Strategy Services, and Organizational Performance Improvement.  

Stood Up New 8(a) Contract Family

In FY21, GSA added 44 8(a) companies to HCaTS 8(a) Pool 1 and Pool 2. These awards provide the 8(a) community expanded access to the HCaTS Best-in-Class contract program while creating more options for Federal Agencies to meet their 8(a) business development program goals through both competitive 8(a) set-asides and 8(a) direct task order awards. GSA and the Small Business Administration are excited to expand access to a Tier 3 BIC contract within the 8(a) community while creating more options for Federal Agencies to meet their socio-economic goals.

Achieved $500 Million Obligated Dollars

HCaTS Unrestricted, HCaTS SB, and HCaTS 8(a) have been widely adopted across Federal agencies. As of July 19, 2021, the following performance has been captured:

  • Total Task Orders Awarded: 215
  • Total Obligated Dollars: $503 Million
  • Percentage of Task Orders going to Small Business: 63%
  • Percentage of dollars obligated going to Small Business: 38%

Issued Hundreds of Delegation of Procurement Authorities (DPA)

Over the past seven years, the HCaTS Program conducted 136 DPA training sessions for 1,917 Federal contracting professionals. The HCaTS Program delegated Ordering Contracting Officer (OCO) authority to 439 qualified Contracting Officers across 58 federal agencies worldwide. DPA training is a prerequisite for Contracting Officers to access the HCaTS contract vehicles, and teaches best practices for task order issuance. Reached Scope Review Milestone

Since March 2017, the HCaTS program has completed 205 scope reviews. Our complimentary scope reviews help federal acquisition professionals determine which HCaTS Pool best supports the planned procurement and proposed task order requirements. Built Industry Partnerships

Through Program Management Reviews and vendor outreach sessions, the HCaTS program has built strong industry relationships that are critical to the success of the program. These activities are designed to proactively engage with GSA’s industry partners to develop long term, collaborative partnerships that will deliver the professional services federal agencies need to fulfill their mission. Our goal is to transform the federal acquisition process into a more collaborative, interactive, and reciprocal process that exemplifies best practice and generates quality feedback for mutually beneficial advancements.

What’s Next?

This year we began the challenging work to establish a new Services Multi-Agency Contract (MAC) that provides for a wide scope of cross-category services and meets Best-in-Class requirements. The goal is to deliver a simpler buying experience; reduce friction in the procurement process; improve government oversight and management of spend, contract and subcontract performance, and small business participation; and position the federal government to reduce contract duplication. 

This contract will eventually replace HCaTS upon completion and expand on the services we have on contract. The lessons we’ve learned from HCaTS and the market research done thus far points to the need for a more flexible and streamlined services contract that expands our industry partner base and is agile enough to respond to the evolving needs of our customers. In the meantime, the Federal agencies can continue using HCaTS as a reliable, flexible, fast and efficient way to obtain best-value, customized solutions for human capital management and training requirements until FY27. That means we have a few more birthdays to celebrate!
