GSA Seeks Industry Input on Streamlined Professional Services Schedule Solicitation

GSA’s Making It Easier initiative was launched in 2016 to provide start-ups, small businesses, and other suppliers with the tools and support they need to do business with the government. It also helps new and innovative companies get on Schedule faster.

Now in its second year, this successful new program continues its work to improve the Federal Acquisition Service’s (FAS) Multiple Award Schedules (MAS). The latest innovation: the Office of Professional Services and Human Capital Categories is streamlining the Professional Services Schedule (PSS) solicitation.

Over time, and with good intent, the current PSS solicitationhas grown to 167 pages with 17 sections and more than a dozen appendices and templates. The sheer volume and complexity of the solicitation requires refreshment and streamlining.

In support of our work to improve the PSS, FAS is requesting industry input on a draft streamlined Professional Services Schedule (PSS) solicitation which will make it easier for qualified contractors to submit offers.FAS’s goal is to streamline the solicitation to require only information that is needed to effectively award new contracts and to eliminate confusion about the qualifications needed by industry to be awarded a PSS contract.  

Through this Request for Information (RFI), we are soliciting feedback on our approach to achieve these goals.  Our early thinking about how to improve the PSS solicitation includes:

  • reducing the solicitation to three sections:

o    Significant Changes/Refresh #

o    Provisions (Offer  Instructions) and Evaluation Factors

o    List of Attachments

  • clarifying offer instructions so they are easy to understand
  • customizing provisions of the solicitation for services
  • ensuring clause/provision consistency among all 21 Multiple Awards Schedule (MAS) offerings (including the PSS)
  • removing all unnecessary/obsolete/conflicting clauses

Streamlining the PSS solicitation will reduce the burden to industry to participate in the contract, reduce the time it takes to award a PSS contract, and reduce administrative costs related to screening, reviewing, and awarding offers.    

The draft solicitation is available on FedBizOpps (FBO) under Request for Information(RFI) number 04262017. Please provide comments as instructed on FBO.  Responses in Portable Document Format (PDF) compatible format are due no later than  ​5:00 PM EST, May 26, 2017. It is requested responses be submitted via e-mail to streamlinepss@gsa.gov Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become Government property and will not be returned.
