GSA Launches eBuy Open GSA First Pilot

On October 17, 2018, GSA launched its eBuy Open GSA First Pilot aimed at increasing transparency into its business opportunities posted in eBuy, an electronic Request for Quote (RFQ) system.  The one-year eBuy Open GSA First pilot tests the hypothesis that by GSA publicly posting eBuy awards, vendors who do not hold a GSA contract will be better positioned to decide if they want to pursue a GSA contract or subcontracting opportunities.

“The eBuy Open GSA First Pilot program aims to increase new entrants into GSA acquisition vehicle programs, increase competition at the contract level, and further promote transparency,” said GSA Administrator, Emily Murphy.

Periodically, GSA is asked by the public and media to provide industry with full transparency of federal buying opportunities in eBuy. GSA is taking a deliberate approach to analyze the benefits of providing industry with a public view in eBuy of its internal opportunities posted after contract award .  

The one year pilot will include a test group and a control group in order for GSA to analyze the data. The test group is comprised of contracting officers from the GSA Office of Internal Acquisition, and the FAS Region 7 Southwest Supply and Acquisition Center for GSA funded procurements. The Test Group will upload the award notice for public viewing of each individual eBuy award, including a copy of the RFQ, on the Federal Business Opportunities (FedBizOpps) website. The opportunities can be found by entering the keyword “eBuyPilot” in the search box.
