GSA Awards Human Capital and Training Solutions Multiple-Award Contracts

Today, the General Services Administration (GSA), in partnership with the Office of Personnel Management (OPM), awarded the new Human Capital and Training Solutions (HCaTS) contract to 109 vendors. HCaTS will provide tailored training and development, human capital strategy, and organizational performance improvement services to all federal agencies.

The solution includes two multiple-award, indefinite-delivery, indefinite-quantity (MA-IDIQ) task order contract vehicles with a $11.5 billion ceiling. 72 unrestricted contracts were awarded under the HCaTS vehicle and 37 contracts were set aside specifically for small businesses under HCaTS SB.

GSA will be responsible for contract administration, while OPM will be responsible for HCaTS program management. The period of performance for the contracts include an ordering period of 10.5 years (5-year base, one 5-year option period, and one 6-month option period), plus an additional 5 year period to allow for task order completion.

In order to promote small business participation, HCaTS is an unrestricted contract vehicle that includes significant small business subcontracting goals, while HCaTS SB is a total small business set-aside contract vehicle.
