GSA and the U.S. Air Force Small Business Innovation Research Success

The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs encourage small businesses to engage in Federal Research/Research and Development (R/R&D) with the potential for commercialization. Through a competitive awards-based program, small businesses can explore their technological potential and provide the incentive to profit from its commercialization. The General Services Administration (GSA) awards and administers SBIR/STTR work on behalf of Federal agencies.

GSA's Federal Acquisition Service (FAS), Office of Assisted Acquisition Services (AAS) in the Great Lakes Region (Client Support Center 5) awarded a SBIR Phase III contract to Sabel Systems Technology Solutions, an 8(a) Business Development program small business, small disadvantaged business, and economically disadvantaged woman-owned small business, who is fueling innovative small business growth and paying huge dividends to a wide range of Air Force and other Department of Defense (DoD) customers.  

The five-year, $515 million Indefinite Delivery, Indefinite Quantity contract was awarded in April 2019 and, to date, 24 task orders have been awarded with a combined ceiling of approximately $289 million. The contract leverages the products and services derived from Sabel's SBIR Phase I work completed in support of the Air Force SBIR topic, "Re-Creatable and Tailorable Cloud-based Digital Engineering Environment “Digital Engineering Toolbox” Solution." The Air Force Research Laboratory, Air Force Life Cycle Management Center, Air Force Nuclear Weapons Center, United States Marine Corps, and other DOD customers are using the contract to extend the work already conducted by Sabel to serve as a Digital Engineering (DE) innovation environment, accelerate DE and Product Lifecycle Management (PLM) capability deployments; reduce risks associated with DE and PLM capability extensions; and provide system of systems technology innovations to enable the complete weapon systems lifecycle. 

In fact, sales obtained via this contract were a significant factor in helping Sabel graduate from the 8(a) business development program and in their selection as a winner of the Small Business Administration's prestigious Tibbetts Award in 2020.
