FSSI OS3 Draft SOW Issued for Purchasing Channel

The Federal Strategic Sourcing Initiative (FSSI) Office Supplies (OS3) draft Scope of Work (SOW)  for the Purchasing Channel is now available for review and comment.  We invite Industry to collaborate and share feedback with us on the draft OS3 SOW and attachments, by responding in the comments section with specific attachment and paragraph reference. We will share all comments with Industry in a separate blog post and at the upcoming virtual FSSI OS3 Industry Engagement event on Tuesday, December 10th (event details to follow).  

 

Please note the draft Request for Proposal (RFP) will be posted next week and the final release of the RFP is anticipated for Winter 2014.

I have not been able to to find the Industry Engagement Event that is supposed to happen on December 10th. Can you tell me where I can register for that?

"Final release for RFP is anticipated for Winter 2014" - Can you please clarify this a bit more? Do you mean by next November 2014 winter time it should be released, or is this referring to an earlier winter? Thank you!

1.Do I understand correctly that pricing will be downwardly adjusted quarterly to reflect "fair and reasonable" pricing to the government?

2. Per page 8 of the Draft SOW under 4. Scope, the first bullet point mentions "underlying GSA MAS contract". is an underlying GSA MAS contract mandatory in order to submit a bid?  If not needed, will all Schedule 75 MAS contracts be cancelled? 

3. Since the pricing file does not have a discount from MAS, how will pricing be determined for non market basket products?

How have the shopping carts been selected?

Are the products all verified to be TAA Compliant?

The market basket was selected utilizing OS2 vendor reported transaction data to ensure that items are fairly weighted by being in alignment with anticipated demand.  At the time of initial selection, efforts were made to provide sample part numbers with a Country of Origin that is compliant with the Trade Agreements Act of 1979; however, TAA compliance is ultimately the responsibility of the vendor and this draft represents the most accurate information as reported to the Government to date. Additionally, it's important to note that with the exception of mandatory AbilityOne items and OEM toner items, all provided part numbers are sample part numbers for which another part number may be substituted provided that it meets specifications requested.

It was told to us that only those that are approved through abilityone will be allowed to bid on OS3. Is that true?

Correct. Reference SOW Appendix A Paragraph 5.2.1. AbilityOne Certified Contractor:

Contractor shall remain an authorized AbilityOne-certified contractor for the OS3’s period of performance.

We really need more time, the Dec 6 deadline is not feasible.

Planning is one of the most important part of operating a business.

This is very poor planning on the part of GSA.

The deadline should be extended.

Since Industry Day in August, 2013 GSA has provided updates on OS3 as soon as they occur. As previously clarified, the December 6th date is not a deadline for OS3 comments, but an administrative collection timeline to gather comments and questions since Industry Day. You will have time to ask questions and voice comments up to and during the virtual Industry Engagement Event on December 10, 2013 as well as follow-on inquiries are permitted. Remember these are DRAFT documents and an interested Contractor may inquire directly to the Contracting Officer after release of the final solicitation, until the closing date posted.

Please clarify what you mean by the reference "GSA/On-The-Go".

GSA "On the Go" is a phrase to distinguish the expedited delivery and same day services that is required under CLIN 0004. Standard Delivery for Office Supplies is 3-4 day delivery.

Hi.  Are we allowed to bid on the new FSSI OS3 for 2014 even if we do not currently have a Schedule 75 contract?

Correct; you do not have to have a current Schedule 75 contract in order to participate in the OS3 Purchasing Acquisition.

What is meant by "tailored Economic Price Adjustment procedures"

Economic Price Adjustments (EPAs) will no longer be automatically capped at 10% annually and instead they will be evaluated based on a horizontal market comparison at the part number level of granularity.  Furthermore, EPAs will be granted or declined based on the competitiveness of the current price relative to the market and the % adjustment being requested as compared to other vendors EPA requests during the same quarterly EPA season.

What is the reasoning behind only offering the full catalog option for the unrestricted pool?

The full catalog option is not "only"  to the unrestricted pool, but also under CLIN 0001 which is set-aside for small businesses. Items within scope that you wish to propose which are not part of the Market Basket may be proposed as part of the Non-Market Basket list.

Given the December 6th deadline to respond to the draft SOW as well as the Thanksgiving Holiday (which for most companies means being closed on Thursday and Friday) I would respectfully ask that the response date be extended by one week to December 13th.

I concur with the comments about extending the Dec 6th deadline. All of these RFQ's are in process and with the holidays I dont feel you will get an adequate and complete response.

Thank you for your interest in OS3. GSA is respectful of the upcoming Holiday Season, but desires to post this information as soon as available.  Comments have been solicited from Industry in various forms of engagement for OS3 such as the August 6th Industry Day event and postings on the Interact platform. For consolidation purposes a date of December 6 was selected in order to capture and address questions and comments prior to the December 10th Virtual Industry Engagement session to further discuss the OS3 Acquisition. Equally important, Industry will have the opportunity to ask questions at the virtual event. As the recent postings are draft documentation, one has until the final solicitation release closing date to voice any concerns. Happy Holidays!

Would GSA please reconsider the December 6th deadline for comments on the Draft SOW?  Due to the holiday and many industry vendors also working on a separate FSSI RFQ that is Due December 5th, it may be in GSA's best interest to extend the deadline in order to receive the most comprehensive response.

All comments by Thursday, the 6th, after releasing this the Tuesday before a Thanksgiving and Hanukkah?  For such an important procurement, I'd hope that more time would be allowed for vendors and government employees to enjoy their holidays without reviewing an SOW and giving/reviewing feedback.
