Do You Know About Executive Order 13360?

Executive Order (EO) 13360 was issued on October 20, 2004, to increase federal contracting and subcontracting opportunities for service-disabled veteran businesses. The Order requires each agency to: (1) develop a strategy to significantly increase its contracting and subcontracting with small businesses owned and controlled by service-disabled veterans; (2) designate a senior-level official to be responsible for developing and implementing the agency's strategy; and (3) report its progress annually to the Small Business Administration (SBA). EO 13360 also directed GSA to establish a Government-wide Acquisition Contract reserved for participation by service-disabled veteran businesses.

In response to EO 13360, GSA created the Veterans Technology Services (VETS) Governmentwide Acquisition Contract (GWAC). The ordering period for VETS will expire February 1, 2017; however, the task order performance period may extend for an additional three years. The successor to the current VETS GWAC, which will be called Veterans Technology Services 2, or “VETS 2”, will enable GSA to continue its support of the SDVOSB Procurement Program, while helping federal agencies achieve their socioeconomic objectives.
