Commercial Platforms: Feedback Requested on Draft Program Documents

As a valued partner, we invite your comments on the Commercial e-Commerce Portals or “Commercial Platforms” program documents. The General Services Administration (GSA) is looking for written responses providing general feedback to the documents as well as insights to specific questions we’ve posed -- please submit your input by December 21, 2018, to Section846@gsa.gov.

GSA and the Office of Management and Budget (OMB) are soliciting information by releasing draft program documents that strike a balance between a traditional Request for Information and a traditional draft Request for Proposal. We’re taking this hybrid approach because of the special challenges surrounding the implementation of the procurement through the Commercial e-Commerce Portals program as outlined in Section 846 of the 2018 National Defense Authorization Act.

At a high level, GSA has talked about the need to test the implementation of this program using commercial business models, supported by multiple providers. With this draft, we’re exploring a proof of concept anticipated for late CY 2019. The contents of this package heavily reflect our Phase II research and feedback from industry regarding commercial practices of commercial platforms.  

GSA will be hosting the latest in a series of meetings on this program during the agency’s Federal Marketplace Initiative Industry Day at 12:30 pm ET on Wednesday, December 12, at the Department of Interior Sidney Yates Auditorium, located at 1849 C St NW Washington, DC. In this meeting, GSA and OMB will do a deep dive into the first proof of concept. We will also invite discussion and thoughts from interested stakeholders. GSA has reached our capacity for in-person attendance at the industry day, however, information on how to participate virtually is available on this post in the Commercial Platforms Interact group.

GSA will use the responses received, both in-person and in-writing, to draft a solicitation and  finalize the Phase II report due to Congress in March 2019. GSA will not be issuing a final solicitation until after the report to Congress is submitted.
